Time magazine was created in 1923 by Briton Hadden and Henry Luce, making it the first weekly news magazine in the United States.[2] The two had previously worked together as chairman and managing editor of the Yale Daily News and considered calling the magazine Facts.[3] Hadden was a rather carefree figure, who liked to tease Luce and saw Time as something important but also fun. That accounts for its tone, which many people still criticize as too light for serious news and more suited to its heavy coverage of celebrities (including politicians), the entertainment industry, and pop culture. Can the PC Industry Resurrect itself?电脑行业能自我救赎吗?While PC vendors are quite cognizant of the shift in consumer buying trends for PCs, they are not about to give up without a fight. Almost all are trying to do tablets of their own and some, like Lenovo, are even doing smartphones and have actually done quite well in the Asian and Chinese smartphone markets. The ministry has also proposed substantial upgrading of disinfection and sanitation facilities on the farms. Although all these moves have been prompted by bird flu, people should endeavour to integrate the precautionary measures into their long-term behaviour patterns. Just as public health facilities were improved after the outbreak of SARS (severe acute respiratory syndrome) last year, the current menace of avian influenza will force people to take a harder look at the living conditions of domestic flocks. This will benefit humans and birds alike. Bird flu fighting in full swing Anhui Province has started an emergency mechanism for bird flu control and prevention soon after a new case of the disease was confirmed on Tuesday by the Agriculture Ministry. A chicken death at a farm in Juchao District, in Chaohu City, was confirmed to be caused by H5N1, a highly pathogenic bird flu virus. It was the first case after an earlier outbreak between January and March. The local government has isolated the area around the farm in accordance with the Law on Animal Epidemic Prevention. Ministry experts suspect the virus might be spread by migrants or wild water birds. The provincial headquarters in charge of bird flu control and prevention said yesterday that countermeasures started immediately. The headquarters was designed to take charge of the coordination of related departments and governments at all levels and sends officials to supervise the efforts to prevent the disease from spreading, especially to humans. To ensure the implementation of the measures, the headquarters has resumed round-the-clock monitoring. The provincial government has issued an urgent circular to demand local governments and related departments deal seriously with regular epidemic control measures, standardize control over poultry raising and strictly sterilize fowl farms. The circular also said an epidemic monitoring system and a related information network should be established by local governments at all levels. Supervision should focus on poultry farms and areas that had reported bird flu cases before and on those that were in danger. According to the circular, the local governments should compensate those who suffer losses from the compulsory poultry vaccination and slaughter. A responsibility system should be formed for related officials in the fight against the animal epidemic, the circular said. Earlier reports said the local health authority has ordered the killing of all poultry within 3 kilometers of the farm and vaccinated all poultry within 5 kilometers of the affected area. The Ministry of Agriculture has notified the Beijing office of the United Nations Food and Agriculture Organization, the World Health Organization, and authorities in Hong Kong, Macau and Taiwan. 《南方周末》日前发表的《养老保险“一国两制”现象严重》一文,引起社会很大反响,特别是企业退休人员争相传阅、相互转告、热烈议论、好评如潮。这篇文章何以引起广大读者的强烈共鸣? 一是敢越雷池。养老金“一国两制”现象长期存在,人们尤其是企业退休职工,早就颇有微词、质疑纷纷。我曾就此问题多次给多家报纸写过文章,呼吁解决机关事业单位与企业退休人员养老金悬殊问题,但都被退稿。有编辑对我解释说:“你说的问题的确存在,这是社会不公平,但这是个社会敏感问题,见报怕影响社会稳定。”我心里不服这种牵强的解释,几千万退休的企业老人,承受着不公待遇,顾大局,识大体,他们是稳定社会的一支重要力量,传媒连句公道话都不敢说,何谈为民代言?现在,《南方周末》终于打破传媒在这个问题上的沉默,把“敏感问题”摆在社会面前,并且选择全国“两会”前夕发表,为百姓鼓与呼。我看并没有“天下大乱”,反而向人民群众传导了亲民政府的关注与改善民生的执政理念,增强了广大企业退休人员被特别重视和格外关怀的感觉,激活了老人们的心理期望,有利于社会稳定。许多老人高兴地说:“不管问题能不能解决,什么时候解决,只要报上替咱们呐喊了,就有希望啦!” 二是情真意切。该文章的字里行间,彰显着传媒“心怀天下不平事,意念人间疾苦情”的情怀和职业良知与责任感。文章中有许多贴心知己的话。如“自2005年始,各地在国家统一安排下逐年提高了企业退休人员的养老金,但每次每月数十元额度的增长,仍未能有效改善企业退休人员的境遇。”又如“CPI的飞涨,已经让各地的老人们迫不及待。他们开出自认卑微的请求,一年内达到机关事业单位普通司机的水平,三年内达到机关事业单位同等人员的水平。这可以理解,他们必须以仅存的晚年岁月与循序渐进的政策赛跑。”读到这段文字,心里酸楚悲凉,一个企业的高级知识分子开出的目标请求竟卑微到机关的司机收入水平!企业退休的老人们,甚至得到政府几句肯定他们在共和国建设中出过力的话语,都会提高“幸福指数”。我常听到老人们相互安慰勉励的话:“不怕拿得少,就怕走得早,好好活!”多好的老人啊! 三是实话实说。“企业高工养老金,不如机关清洁工”,说得太符合实际了。老朽忝列高工,长期只有500元退休金(去年才突破千元大关),回湖南老家探亲,兄弟姊妹、老子老娘都以为我“瞒产”了,父亲说,在县政府扫地打杂的都有1000多元退休金,问我是不是犯错误了?文章用大量事实和数据说明了退休金“一国两制”的现象。如华南某市截至2007年7月,部分企业副高职称的退休专家养老金约为930元,相当于当地机关事业单位清洁工工资的一半。2007年初,上海一位国务院特殊津贴获得者每月养老金为2006元,而该市某机关司机的退休金是2550元。活着如此,死了差别更大,如退休人员去世,上海企业单位补发两个月工资,而机关则发20个月的工资,相差10倍,这是典型的“同命不同价”! 《南方周末》的文章引起了各级政府和社会的关注,这就为党和国家制定养老金政策提供了有价值的信息,功不可没,值得崇敬。

《他的国,在这个世界上不存在》,切·格瓦拉的文章。文章如下 正是你找到的 南方周末刊出的40年后,世界对于格瓦拉的评价仍然和他的冒险经历一样庞杂:他是始终孤身作战,对自己的牺牲早有预见,被同志背叛,为自己尽力解放的民众所不理解的马克思主义基督。或者,他是个自我身份认同障碍症患者,冷血的暴力运动倡导者。这个出身阿根廷的青年是“一个拉美近代迷惑与追求的缩影”。40年前的10月8日,在玻利维亚尤罗峡谷,埃内斯托·切·格瓦拉。这位20世纪的红色罗宾汉停止了战斗。负责协助玻利维亚政府军围剿这支游击队的古巴籍中情局特工菲利克斯·罗德里格斯回忆说,和剩余6名同志一起被俘虏,由随军记者拍摄照片存档后一小时,格瓦拉就被处决。来自玻利维亚政府的命令很简单——“500-600”,头一个数字是军方为格瓦拉定的代号,后者则表示死亡。从这场谋杀实施的那一刻起,一个英雄的传奇不仅没有结束,反而被放大成了神话。2004年上映,由沃尔特·塞勒斯导演的影片《摩托日记》为大众揭开了一条探寻格瓦拉早年精神世界的路径。1951年12月,年轻的医学院学生格瓦拉和好友阿尔贝托·格拉纳多骑上一辆诺顿500大力士摩托车,开始了遍及拉美的漫游。和沿途的风景一样,格瓦拉的信仰也在不停变幻,从嬉皮士的浪游精神,到甘地主义,最终变成了革命暴力。格瓦拉的精神与古巴革命的胜利,曾使美国坐立不安。1960年8月8日的《时代》周刊以格瓦拉为封面,却号召美国“采取积极行动来应对拉美地区中令人不安的新变化”。1961年,由美国政府倡导,旨在扭转拉美国家经济贫困和政治高压状况,“争取进步同盟”正式启动,肯尼迪政府宣布联手美洲开发银行和国际货币基金组织,在10年内向拉美投入1000亿美元,以便促使这些国家进行土地、税收改革和经济多样化。当时美国的构想是,一旦这些国家实现经济快速增长,进而成为“现代化”国家,那么“古巴,苏联式的暴力社会革命道路就在人民心中自然失去了吸引力”。然而,这个目标一旦与美国保护自己在拉美的投资经济利益和政治控制地位相背离,美国往往会毫不犹豫地牺牲前者。在整个60年代,拉美国家总共爆发了16次军事政变,有10个宪政政府被推翻。时任古巴工业部长和军训部长的切,曾无数次赤裸着上身,和革命军的战士们一起收割甘蔗、烟草,驾驶拖拉机,尽管许多带有偏见的西方媒体讥讽记录这些瞬间的照片不过是蛊惑人心的宣传,但曾在古巴长期采访报道,客观中立的伦敦《每日电讯报》资深记者埃德温·泰特洛在《眼睛望着古巴》里言简意赅地指出:“没有镜头对准的时候,切的劳动更加繁重。”1965年2月,在阿尔及尔的第二次亚非团结大会上,格瓦拉抨击苏联是西方帝国主义“暗中的同谋”,经互会的实质是压榨和资本主义式的不平等贸易。一句话,他的乌托邦绝对不可能借助现实政治和社会手段,在现实世界中完成,苦闷的切于是唯有反复呼吁,共产主义需要“新人”,而“正确选择完成这一任务的手段”必须首要是“精神方面”的。这一切,共同造成了切1966年底神秘戏剧性地从古巴出走,“唯有穿上破旧的军装,他才感觉自己做回了自己”。1967年4月16日,格瓦拉从玻利维亚丛林中发表的《创造两个,三个……许多个越南》,成为他留给世人的最后著作,他反复强调,民众武装力量能够在对抗正规军队的战斗中取胜,“游击中心”能够在革命条件未成熟的拉美国家促成斗争的胜利。不过在这份热情激昂的文稿问世15天前,美国南方司令部派遣的两架C-130大力神运输机就降落在圣塔克鲁斯军用机场,为玻利维亚陆军带来了无线电通讯器材,M60重机枪和先进的M-1步枪等先进武器,甚至刚刚发明、可以野外方便加热、密封贮存的“C”军用口粮。同时来自古利克堡基地的美国特种部队开始训练玻利维亚陆军的第二突击营,进行远程侦察、渗透、伏击与追踪训练,格瓦拉的短暂冒险已经走到了尽头。美国人杀了格瓦拉。在格瓦拉牺牲后的次年,也就是被古巴命名为“英勇的游击队年”的1968年,格瓦拉的一些主张终于在古巴实现,尽管这是与苏联关系严重破裂的副产品。卡斯特罗在国内宣布实施汽油配给制,声明革命者的尊严使古巴不能向苏联“乞求援助”,古巴全体政府职员和党员被动员起来,参加收获甘蔗的义务劳动,普通劳动者则被分发了“劳动记分卡”。古巴青少年被安排每天在课堂上背诵切的语录,并发誓以他为榜样,为古巴革命奋斗终生。如何评价格瓦拉为其追随者留下的遗产?他无疑是拉丁美洲桀骜不驯、浪漫骑士化的游击战传统的最后一位伟大继承人,在他前面则是卡兰萨、潘乔·比利亚和帕萨塔。当这个共产主义的堂吉诃德端起长矛时,曼德拉还是个默默无闻的南非律师,越南仍然是个分裂的前殖民地国家,整个拉丁美洲被形形色色的军人独裁政府占据。在他死后,拉美的革命游击战争再没有能达到他期望的效果和高度。里吉斯·德布雷在《革命的革命》中强调,缺乏长期系统化的农村动员和结构严密的干部队伍,精英化、具备高度献身精神的起义者只是丛林中的一撮暴乱分子。1964年,阿根廷军政府消灭了马蒂赛游击队;60年代末委内瑞拉民族解放阵线因新总统雷奥尼的政治宽容改革而分崩离析,在哥伦比亚,“黑色骑士”费尔明·查理和“神枪手”马鲁兰达创立的“民族革命武装”也因既没有系统的土地分配纲领,也不愿意动员印第安原住民,始终未能摆脱殖民时代的盗匪形象。1968年,秘鲁游击运动领导人约瑟夫·汉森在第四国际大会上承认,拉丁美洲的游击革命主义正经受着前所未有的危机,它孤军作战,在国内无法发动农民,无法和教会、知识分子、工人达成任何一致,在国际上从未得到过莫斯科或哈瓦那的支持。格瓦拉的牺牲与古巴式武装输出革命模式的暂时失败,反而激发着拉美乃至整个发展中世界对于经济、政治、社会公正的追求。从60年代中期开始席卷拉美的“解放神学”运动,很大程度上吸收了切的“新人”观念影响,智利的弗雷斯诺·红衣主教与尼加拉瓜的布拉沃主教,分别成为桑地诺、皮诺切特等军事独裁者最有威胁、最激烈的反对派领袖。而巴西的卢拉·席尔瓦和委内瑞拉的查韦斯则把在拉美湮没已久的“民众主义”,与格瓦拉式的社会平均分配理想重新拾起,当作反击国际经济贸易不平等和自身经济结构恶化的全新武器。在他的众多信徒中,也包括绰号“副司令马科斯”,以一身迷彩服、黑色面罩、AK47冲锋枪、中国红军五角星帽徽和滑雪帽、墨西哥传统游侠式交叉子弹带、电子手表和对讲机等“革命”符号武装起来的墨西哥萨帕塔运动领导人。“副司令马科斯”在这场利用网络和电视新闻而非爆破和伏击来完成的“全球第一场后现代革命”中,格瓦拉式的革命浪漫主义,拉美文艺中的魔幻主义传统和后现代文化的狂欢性前所未有地结合起来,1997年8月,在拉坎顿丛林深处召开的“第一届保卫人类对抗新自由主义国际聚会”几乎成了一场打着革命旗号的伍德斯托克音乐节。2001年“副司令马科斯”决定走出丛林,带领他的追随者们骑着黑色的摩托车在全国范围内进行了一次巡游,跟随他们的是支持萨巴塔主义的旗帜和标语,还有浩浩荡荡的“骨肉皮”——完全是摇滚乐队巡演的架势。没有人知道“副司令马科斯”到底是谁。在丛林中,他设法安装了网络连接,不定期地发表网络日志。每时每刻在世界上的任何角落都有同样为革命——互联网革命——神魂颠倒的大学生窥探他的主页,然后惊为天人。他的个人魅力招来了一大批西方朝圣者:MTV希望给他拍一部电影,贝纳通想让他做形象代言人,然而他拒绝此类的请求。至少到如今,“副司令”还坚持着一个革命者纯粹的使命——完成革命意愿,淡化个人形象。马科斯承认自己也有动摇的时候,想摘下面罩成为真正的名人,然而最终还是听见自己头脑里有一个嘲弄的声音说:你只是作为一个神话才有存在的价值,你自身并不存在。这个嘲弄的声音也许正来自切·格瓦拉。

在这里 读懂中国南方周末从街头小报,迅速成长为一张全国性大报,原因很多,但最重要的原因,无非是她的中国情怀。她始终以中国议程,作为自己的首要议程;始终以问题意识,呈现中国社会不断变动的趋势,从而最大限度地适应读懂中国这个强烈的社会需要。南方周末是中国的,纵然地处南隅。时空的藩篱,并不能阻断她超越的目光。但是,南方周末关注的中国,不是大而化之的中国,而是具体的中国。中国是什么?中国是数以十亿计的先民共同打造的,中国又是地球村的一员;中国是我们栖居的家园,中国是我们命运的载体。同胞的冷暖,同胞的悲欢,才是我们牵挂的对象,我们只是从这个角度去关注中国。每一个怎样卑微的生命,都需要珍重;每一个怎样微弱的呻吟,都需要倾听;每一个怎样些微的所得,都值得欣慰。传统的中国情怀和现代的普世价值就这样水乳交融,相辅相成,构成南方周末的核心价值体系。南方周末的关怀无疑是公共的,她无时不在仰望星空。然而她也清楚自己的社会角色,清楚自己的边界。罗马不是一天建成的,公民社会不可能突然从天而降。狂飙般的进程固然诗意,其潜在的副作用却也未可小视。公民社会的成长必须以日常生活经验的漫长积累为基础,才是健康的和不可逆转的。这就需要随风潜入夜,润物细无声;需要以职业自治、社区自治展开的点滴推进。就地出发,就成了通向公民社会的可行路径。作为媒体,当然主要是从职业出发。尽可能做好每一篇报道,做好每一篇评论,通过这样的方式来介入公共生活,来实现自己的人文关怀,而决不妄发过高的空论,这正是南方周末本来的立场。尊重新闻共同体几百年积淀下来的智慧,让职业伦理成为衡量这个职业的基本规则,让内生力量成为这个职业发展的主导力量,像珍视生命那样珍视公信力。南方周末的诉求不过如此,岂有他哉。而最基本的职业伦理是什么呢?就是最大限度地满足公民的知情权,让人与人之间信息传播最少阻隔。南方周末是市场化的产儿,是读者的选择、读者的期待,成就了今天的南方周末。读者是南方周末的衣食父母,对自己职业的忠诚,从根本上说,就应该归结为对读者的忠诚,对读者知情权的忠诚。这就要求信息的充分供给。这种充分供给在转型时代尤为重要。转型时代是社会矛盾和冲突多发的时代,也是一个容易亢奋、容易走向极端的时代。这就需要公民素养来纠偏。信息的充分供给过程,就是公民自我教化的过程,就是公民素养不断提高的过程,就是社会不断回到理性、回到均衡的过程,就是社会不断达成底线共识的过程。推动这样的过程,是南方周末的天职所在,也是南方周末对读者最大的感恩。敬畏人类良知,坚守新闻理想,感恩衣食父母。二十四年,南方周末就这样一路走来,风雨兼程。二十四年后的今天,南方周末只会更从容,更坚定。二十四年的奋斗史,奠定了她的自信;公民社会不断成长的前景,增长了她的自信;富强、民主、文明、和谐的未来,提升了她的自信。天变不足畏,祖宗不足法,人言不足恤。秉承五四以来民主与科学传统的南方周末,秉承两三千年来知识分子济世情怀的南方周末,扎根于中国土地的南方周末,扎根于人心的南方周末,有足够的力量面向未来。有人一时不理解不重要,同行偶尔误读不重要,重要的是,自己的每一步,都将是这个国家变得更好的一个记录,都将是这个民族更有尊严地自立于世界的一个见证。而这,也就够了。
